Reliability under load × scale of coordination

Summary (Canonical)

Phase (P0–P3) measures reliability under load.
Zoom (Z0–Z6) measures the scale at which coordination is happening.
Every system state can be located as a coordinate (Z, P), and collapse/recovery are movements through this lattice.

1) First Principles

1.1 Why “Phase”

Systems don’t fail only because they lack resources.
They fail because under stress, their behaviour becomes unreliable, then unpredictable, then nonfunctional.

Phase is the CivOS way to describe:

  • stability vs drift
  • transfer reliability
  • coordination under variance
  • performance under load spikes

The same mechanism repeats at different scales:

  • a nation
  • the world

Zoom gives a computable scale index so one theory applies everywhere.

Phase is not “good/bad.” It is reliability state under load.

3) Zoom Ladder (Z0–Z6)

Z0 — Individual (single human / single operator)
Z1 — Family / small team / micro-group
Z2 — Institution node (school, clinic, company unit)
Z3 — District / network of institutions (cluster)
Z4 — City / nation subsystem scale (large governance + economy coordination)
Z5 — Nation / region / macro-network (interoperability layer)
Z6 — Global / civilisation-scale coordination (world corridors)

Phase transitions occur when load/variance pushes the system beyond its envelope.

Common transition triggers:

  • load spike
  • tempo increase
  • bind thinning (loss of redundancy)
  • transfer reliability drop
  • repair latency > stress cycle length
  • uncontrolled symmetry breaking in execution lanes

These triggers are handled by:

  • Truncation (cut off runaway failure regime)
  • Stitching (rebuild capacity, return to stable band)

6) System Optimisation (What “Good” Looks Like)

A healthy system:

Q1: Is Phase the same as “progress”?
